Joel A. Eacker
Mr. Eacker is Senior Vice President, APX Projects EMEA at Westinghouse, where he leads programs supporting the development of new nuclear power plants across Europe. Under his leadership, Westinghouse teams are currently mobilized for major utility clients, including three AP1000® units in Poland, two AP1000 units in Bulgaria, two AP1000 units in Ukraine, and one APR1000 unit in Czechia. His organization also supports multiple European utilities with feasibility studies and early‑stage planning in Finland, the Netherlands, Slovakia, Slovenia, and Sweden.
With more than 40 years of global experience, Mr. Eacker has guided clients across the Nuclear, Oil & Gas, Chemical, Infrastructure, Environmental, Advanced Electronics, and Manufacturing sectors. He has led teams delivering facilities collectively valued at over $250 billion in locations such as Bahrain, China, Iraq, Japan, Malaysia, Qatar, Saudi Arabia, Singapore, Thailand, the United Arab Emirates, and the United States.
Mr. Eacker’s teams provide an integrated suite of project management and engineering services, including program and portfolio management, engineering, procurement, safety, quality, project controls, construction management, contract administration, data management, client capacity building, commissioning, training, and operations support. He has personally assisted several organizations with project mobilization, governance structures, and early execution planning—supporting initiatives that include nuclear plant development, LNG import and export, major oil and gas programs, natural gas pipeline safety and expansion, and the stadium program for the FIFA World Cup Qatar 2022™.
A registered Professional Engineer, Mr. Eacker is also a certified Program Management Professional (PgMP) and Project Management Professional (PMP). He has held long‑term assignments in the United Arab Emirates, Qatar, Bahrain, Poland, and the United Kingdom. His career began as a U.S. Naval Officer operating nuclear reactors aboard the USS Enterprise (CVN‑65). He holds a Bachelor of Science in Chemical and Petroleum Refining Engineering from the Colorado School of Mines and a Master of Project Management from Colorado State University.
